My yellow lab is still shedding super bad.?

I have a 10yr old yellow lab. In the beging of the summer I always shave him down to reduce the amount of hair all over. This year Im swepping up huge clumps and hair all the time. He gets flea medcaine and I brush him but at anytime of day you can pet him brush him and its a whole shopping bag full of hair. I live in ohio so its not to hot out. Does anyone have anything?????
